The book attempts to describe participatory budgeting as it exists in the United States today and to describe participatory budgeting through the words and experiences of individuals involved in the process. The central themes that evolved from the interviews focus on three areas: creating the participatory budgeting infrastructure; increasing citizen participation in participatory budgeting; and assessing and increasing the impact of participatory budgeting.
