This paper surveys the degree to which the U.S. state of Ohio practices openness with regard to its government-produced information -- measured against both copyright barriers preventing full access, and the simple availability of online content. Provided is a brief overview of the history of government transparency in the state of Ohio, with passing comparison to other states. Included also are the limited results of a survey of Ohio's state agencies regarding their publication, digitization, and copyright practices. Results of a manual scan of the state's department and agency websites indicating their copyright practices is also included.
